Obummer Announces Another New Agency


Find The Kitty!

That is exactly the kind of puzzle that I pose for you today. We suddenly have another arm of the State Department nightmare of a bureaucracy that no one has an accurate description of. The following release is packed full of vagaries and loosely described powers to be given to this new director (Czar).

Oh boy, exactly what we need...An entirely new powerful arm of the State Dept.

What this agency will accomplish that no other government entity can is totally beyond me. Maybe you can figure out what vital purpose that the new bureau will serve.


Today, the U.S. Department of State established a new Bureau of Conflict and Stabilization Operations (CSO) to focus on conflict prevention, crisis response, and stabilization activities. The bureau will subsume the Office of the Coordinator for Reconstruction and Stabilization (S/CRS).
CSO advances U.S. national security by driving integrated, civilian-led efforts to prevent, respond to, and stabilize crises in priority states, setting conditions for long-term peace.

(This sounds remarkably similar to the precursor for the Soros designed "Responsibility to Protect" agenda that led to the Libyan invasion.)

The bureau emphasizes sustainable solutions guided by local dynamics and actors. CSO promotes unity of effort, the strategic use of scarce resources, and burden-sharing with international partners. The bureau’s comprehensive approach will help the State Department anticipate and adapt to the security challenges of the 21st century, while supporting America’s leadership in emerging crises.

CSO will seek to:

1. Get ahead of change. While the scale and types of future crises cannot be predicted, the complex nature and cascading effects of 21st century challenges require a more forward-looking State Department. CSO will support the State Department’s ability to anticipate major security challenges by providing timely, operational solutions.

2. Drive an integrated response. CSO will build integrated approaches to conflict prevention and stabilization by linking analysis, planning, resources, operational solutions, and active learning and training. The bureau will call on its civilian responders to deploy in a timely manner to areas of instability in order to bring the right mix of expertise to each unique situation.

3. Leverage partnerships. CSO will work with a range of non-governmental and international partners to prevent conflict, address sources of violence, build on existing resiliencies, and promote burden-sharing. In particular, CSO will encourage greater involvement of local civil society – including women, youth, and the media – to prevent and respond to conflict.

President Obama Announces More Key Administration Posts

WASHINGTON, DC – President Barack Obama announced his intent to nominate the following individuals to key Administration posts:

·Frederick "Rick” Barton –Assistant Secretary for Conflict and Stabilization Operations and Coordinator for Reconstruction and Stabilization, Department of State

Frederick "Rick” Barton currently serves as a Senior Advisor to the Secretary of State. From December 2009 to October 2011, he served as the U.S. Representative to the Economic and Social Council of the United Nations in New York with the rank of Ambassador. Prior to this role, Mr. Barton was a Senior Adviser and Co-Director of the Post Conflict Reconstruction Project at the Center for Strategic and International Studies. He was also Co-Chair of a working group on Stabilization and Reconstruction at the United States Institute of Peace, Co-Chair of the Princeton Project on National Security’s Working Group on Reconstruction and Development and an expert adviser to the Iraq Study Group and the Task Force on the United Nations. From 1999 to 2001, he served as the United Nations Deputy High Commissioner for Refugees in Geneva. Mr. Barton was the founding Director of the Office of Transition Initiatives at the U.S. Agency for International Development, serving from 1994 to 1999. Prior to this, Mr. Barton was President of Barton & Gingold, a strategy and public relations firm in Portland, Maine from 1983 to 1994. He served as New England Director of Public Affairs for the U.S. Department of Health and Human Services from 1978 to 1981. A graduate of Harvard College, Mr. Barton earned a Master’s in Business Administration from Boston University, with an emphasis on Public Management.
